Small Area FMR: why Section 8 rents vary by ZIP code

A traditional Fair Market Rent is one number for an entire metro area — so an expensive neighborhood and a cheap one share the same voucher cap. Small Area Fair Market Rents (SAFMRs) fix that by calculating a separate FMR for each ZIP code.

Why HUD created them

Under a single metro-wide FMR, voucher payment standards were often too low in higher-rent neighborhoods (limiting where families could move) and relatively high in the lowest-rent areas. ZIP-level SAFMRs let payment standards track neighborhood rents, which is intended to widen housing choice and better match assistance to actual costs.

Where SAFMRs are used

HUD requires SAFMRs for the Housing Choice Voucher program in a set of designated metropolitan areas, and other PHAs may opt in. HUD publishes SAFMR figures for ZIP codes across all metropolitan areas, even where their use isn't mandatory, so the data is available widely as a reference.

Heads up: The figure above is the HUD Fair Market Rent. Your local Public Housing Authority (PHA) sets the actual payment standard — usually between 90% and 110% of it — so confirm your exact amount with the PHA that issued the voucher.

How to read a SAFMR

For each ZIP and unit size, HUD publishes the Small Area FMR plus a 90% and 110% figure — the basic range within which a PHA sets the payment standard. Our ZIP pages and calculator show all three so you can see the likely voucher range for a neighborhood at a glance.

Frequently asked questions

What's the difference between FMR and Small Area FMR?
A regular FMR is one figure for a whole metro area. A Small Area FMR is computed for an individual ZIP code, so voucher payment standards can reflect neighborhood-level rents instead of a single metro average.
Does every area use Small Area FMRs?
No. HUD requires SAFMRs in certain designated metro areas and lets other PHAs opt in. HUD still publishes SAFMR figures for ZIP codes broadly, so you can use them as a reference even where they aren't mandatory.
Why is the Section 8 rent higher one ZIP code over?
Because Small Area FMRs are calculated per ZIP. A neighborhood with higher market rents gets a higher SAFMR — and therefore a higher voucher payment-standard range — than a lower-rent ZIP in the same metro.
